Design/Build Air Sovereignty Alert (ASA) Facility Fighter Complex

OVERVIEW

After September 11, 2001, the 113th Wing, District of Columbia Air National Guard assumed responsibility for protecting the air space over the Nation's Capital.

To support this critical national security effort, Grimberg developed a state of the art, anti-terrorism/force protection-compliant aircraft hangar, operations, and crew barracks complex to provide mission-critical support to the 113th Wing's F-22 operations.

The design of the facility was specifically focused on getting planes in the air with maximum speed, which meant that every element of the project was critical, from the position of the doors and taxiways, to the location of the attached crew quarters.

The John C. Grimberg Co. (Grimberg) served as the prime, general, and mechanical contractor.

Notable Features

Work included state-of-the-art data systems, including two SIPRNET network rooms and complex control consoles, a structural blast-resistant roof, blast-resistant hangar doors, and blast resistant walls and windows. In addition, the contractor installed a complex high-expansion foam fire suppression system and multiple communications towers to support operations.

Other notable features included high bay aircraft preparation and maintenance areas, SCIF provisions, vehicle access control provisions, and research and technical laboratories for aircraft testing and evaluation.

Of particular note; prior to award, the Navy discovered that its budget was below the amount necessary to complete the proposed work. Grimberg immediately responded by collaborating with the Navy and with a local design team to re-design and value engineer large portions of the project, an effort that ultimately reduced the cost by the budget shortfall amount, thereby allowing the Navy to award the project.
